FMCHA AND MONA INVITE YOU TO A JOINT MEETING AT

MADISON CULTURAL ARTS CENTER (beside the Red Caboose)

TUESDAY, APRIL 27, 2010 at 6 pm

THE FEDERATION OF MADISON COUNTY HOMEOWNERS ASSOCIATIONS

and THE MADISON ORGANIZATION OF NEIGHBORHOOD ASSOCIATIONS invite all interested parties to join them in a discussion of issues affecting all homeowners and taxpayers in Madison County.

The Federation has appealed a decision of the Madison County Board of Supervisors changing minimum square footage requirements for homes in the Oakfield Subdivision to Madison County Circuit Court. Both The Federation and the MONA are not-for-profit organizations that represent homeowner associations [25 in FMCHA, 66 in MONA], comprising thousands of residents [20,000 in FMCHA, 28,000 in MONA]. The purpose of the Federation and MONA is to promote the general welfare of Madison County and Madison The City by identifying and addressing quality of life issues and matters of concern through a coalition of homeowner associations.

The Federation has previously requested, on at least two occasions by presentation of a formally adopted resolution, that the Board establish certain minimum “due process” procedures for consideration of such actions, giving public notice to residents. The Board has not addressed the Federation’s request and has proceeded, on numerous occasions, to authorize developers to lower minimum square footage requirements without notice or input from residents. The Federation feels that these actions are creating problems in many areas that affect the quality of life for all residents in Madison County, but particularly homeowners. Those issues include the county tax base, infrastructure and traffic planning, road-building projects, the school district’s tax base and growth planning and the property values of homeowners who have already purchased homes in the affected developments.

MONA has the same concerns. Although the areas directly affected are not in the City of Madison, the impact of the Board’s decisions will impact all of Madison County’s taxpayers and residents. Moreover, there are and will likely be other issues that could adversely affect all of us, wherever we might live in Madison County.

To finance this litigation, the Federation has established a “Federation Litigation Fund” at a local bank. The Federation has transferred some of its general funds to this account to initiate the litigation, but needs financial support to insure that its effort can be carried to completion.
